テレワークは、勤務先の場所を離れ、「情報通信技術(ICT = Information and Communication Technology)を活\n用し、時間や場所を有効に活用ができる柔軟な働き方」である。日本では第二次安倍政権以降、民間企業のみならず中\n央官庁・自治体なども加わり、多くの組織でその取組が本格化している。\n テレワークは、ICT の徹底活用による生産性の向上、時差を超えたグローバル事業の展開、そして少子高齢社会を\n迎え、男女関わらず、出産・育児・介護などさまざまなライフイベント・ライフスタイルへの柔軟な対応、さらに災害\nやパンデミックなど非常時のBCP 対応が可能となるなど、さまざまな期待が寄せられている。\n 本稿では、テレワークの現在の普及状況や政府が推進するテレワーク施策の取組を踏まえ、中小企業の経営課題とテ\nレワークの導入効果に関する整理を行い、持続可能な個人・企業・社会に向けた企業システムのフレームワークの提案\nを行っている。\n さらに、2017 年に実施した「働き方改革」に関するアンケート調査等をもとに、中小企業の取組み実態や意識の傾\n向を分析した。最後に地方自治体におけるテレワーク関連施策を概観しながら、中小企業の経営課題解決におけるテレ\nワークの意義・有効性について検討を行った。\n 中小企業の働き方改革の取組、テレワークの導入は進んでいないが、在宅勤務、モバイルワーク、サテライトオフィ\nス勤務において「プラスの効果」の実感は高く、意識改革や業務プロセスの革新によって、優秀な人材の確保・維持や\n組織の活性化につながるものと考えられる。\n
