University","bibliographic_titleLang":"en"}]}]},"item_10002_description_5":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"　本論文1）は、我国の自治体等が運営する下水道事業2）を事例として採り上げ、公共インフラ整備事業の現状と継続性を判定する経営分析手法を提示するとともに、その有効性を検証することを目的としている。主な結論は、次の２点であり、2013 年度に我々が取組んだ学内共同研究「公共インフラ整備事業に対する経営分析的アプローチの試み」全体の基盤をなすものとなっている。\n　①全国3,625 の下水道事業の経営財務データを見ると、法適用事業、法非適用事業間での会計基準の相違など、統一的な観点から分析を行う上で種々の問題点が存在する。本研究では、これら問題点に対処するため独自に工夫したデータの組替え再編を行い、新たに「統合データベース」を構築した。これによって、これまで適用会計制度の相違など、下水道事業全体について統一的な分析を行う上で問題となっていた様々な制約が解消し、一貫した経営分析手法に基づいて下水道事業全体の定量分析を行うことが可能となった。\n　②さらには、「新たな経営分析手法」（分析のフレームワークと分析指標）を提示し、その有効性の検証を行った。特に、新たに提示した「修正後損益」「EBITDA」「償還能力」「修正後総汚水処理原価」「財政支援額」「企業債地方債借換え額」の6 指標は、「自治体による財政支援前」の実力ベースでの経営実態3）の把握を意図したものである。これら6
